About the project

About the project: The UDAAN (Unleashing Digital Acceleration and Ambition of Nepali Youth) project, led by Youth Innovation Lab together with Heifer Project Nepal, NAAMII, and Women In Animation and supported by the European Union, is a nationwide initiative aimed at empowering young women and men across Nepal with the skills, opportunities, and resources needed to thrive in the digital economy.  

Implemented over four years, the project focuses on advancing digital literacy, fostering innovation and entrepreneurship, and creating pathways to employment through training programs in AI, coding, and creative technologies, as well as internships, fellowships, and innovation hubs in partnership with local governments, academic institutions, and the private sector.  

With a strong commitment to gender equality and social inclusion, UDAAN prioritizes marginalized and underrepresented youth, contributing to a more inclusive, resilient, and future-ready workforce in Nepal. The action is implemented through four interconnected components: 

  1. PATHSHALA - Digital Skills Development: Builds future-ready digital skills through AI, Coding, and Animation schools. Using tiered, hybrid learning, it prepares young Nepali women and men for jobs, innovation, and entrepreneurship in the digital economy.  

  2. KARYASHALA - Innovation and Experimentation: Transforms youth skills into real-world digital solutions through hackathons and bootcamps. It nurtures innovation with mentorship and incubation, turning ideas into scalable impact.

  3. KARMASHALA - Employment and Career Pathways: Connects young Nepali youth to real-world work experience through internships and fellowships. It bridges skills to careers by placing youth in government and private sector roles, building employability and professional confidence. 

  4. NITISHALA - Policy and System Strengthening: Strengthens youth participation in digital governance through policy dialogues, innovation hubs, and civic engagement. It bridges youth, communities, and local governments to institutionalize inclusive and sustainable digital transformation.   

Summary of Responsibilities: The Senior Finance Officer will be responsible for the overall financial management, compliance, and reporting of the UDAAN project, ensuring efficient and transparent use of resources in line with donor (EU) regulations and organizational policies.

The role involves budgeting, financial planning, partner financial oversight, and supporting audits, while working closely with program and consortium teams to ensure effective financial implementation across all project components.

Requirements

Required Qualifications & Experience

Bachelor’s degree in Finance, Accounting, Business Administration, or related field

Minimum 4–6 years of relevant experience in financial management

Should have proficiency of using accounting and financial management software (e.g., FAMAS, TALLY)

Experience managing donor-funded projects (EU experience highly preferred)

Strong understanding of financial regulations, compliance, and reporting

Experience working with multi-partner/consortium projects

Skills & Competencies

Strong financial analysis, budgeting, and reporting skills

Knowledge of donor compliance (EU rules is a strong advantage)

Proficiency in accounting software (FAMAS, TALLY) and MS Excel

Good understanding of the Tax system of Nepal

High attention to detail and accuracy

Strong organizational and time management skills

Ability to manage multiple priorities and deadlines

Strong communication and coordination skills

High level of integrity and accountability

JOB DUTIES AND RESPONSIBILITIES

1. Financial Planning & Budget Management

Lead project budgeting, forecasting, and financial planning processes

Monitor budget utilization and ensure alignment with approved work plans

Provide regular financial analysis and recommendations to support decision-making

Support budget revisions and reallocations as needed

2. Financial Operations & Accounting

Oversee day-to-day financial operations, including payments, vouchers, and ledger management

Ensure accurate and timely recording of financial transactions

Maintain proper documentation and filing systems for all financial records

Ensure compliance with organizational financial policies and procedures

3. Donor Compliance & Financial Reporting

Ensure compliance with EU donor regulations and reporting requirements

Prepare periodic financial reports, forecasts, and expenditure statements

Support the preparation of interim and final financial reports

Ensure proper eligibility and documentation of expenditures

4. Partner Financial Management

Manage financial coordination with consortium partners (e.g., Heifer, NAAMII, WIA)

Review partner budgets, financial reports, and supporting documents

Provide guidance and capacity support to partners on financial compliance

Ensure timely fund disbursement and liquidation

5. Audit & Risk Management

Support internal and external audits, including donor audits

Ensure the readiness of financial documentation and compliance with audit requirements

Identify financial risks and implement mitigation measures

Strengthen internal controls and financial accountability systems

6. Procurement & Financial Oversight

Support procurement processes, ensuring compliance with donor and organizational guidelines

Review procurement documentation and contracts from a financial perspective

Ensure value-for-money and transparency in financial processes

7. Coordination & Capacity Building

Work closely with program, operations, and MEL teams to align financial and programmatic planning

Provide financial guidance to project staff and partners

Support the financial capacity building of team members and partners

Reporting Line

The Sr. Finance Officer will report to the Finance and Admin Manager and work closely with the program and consortium team.
